Proposed Supermarket, Restaurant, May Replace Westchester Multiplex

New details have emerged about the proposed grocery store development at the site of the Greenburgh Multiplex.

The Town Board met with developers during a special work session on Tuesday, Feb. 12, where developers Robert Baker, the chair of National Realty and Development Corp. and William Null, an attorney at Cuddy and Feder, who laid out their vision for the proposal to replace the defunct movie theater on Saw Mill River Road.

Greenburgh Town Supervisor said the supermarket will be approximately 69,000-square-feet, and they’ve agreed to build a sidewalk to the condos on Old Country Road at their own expense. They will be demolishing the existing movie theater and regrading the property. A new restaurant will also be built on the property.

Feiner noted that the developers did not disclose the name of the supermarket, stating that they do not want their name mentioned until approvals are granted by the town. However, Feiner said that he would be writing to Baker to request that he reconsider that approach.

The town supervisor said, “(I) think it’s important for the community to have the opportunity to have a dialogue with the supermarket during the approval process.” Baker and Null did state that the supermarket is a well-known market that already has a presence in Westchester. 

Feiner noted that, because the site of the movie theater is private property, the town cannot dictate what supermarket are preferred for the site, which is directly across from a Sam’s Club wholesaler.

"Residents have asked for another supermarket for many years so I think that this will be good news for many people," Feiner said last week. "However, some neighbors may have questions. This presentation will be the first opportunity for Town Board members to ask questions of the applicant.”

Once the application is filed, it will be reviewed by town staff, undergo a traffic review, and be referred to the Planning Board before a public hearing with the Town Board. It will also require site plan approval and a steep slope permit from the Planning Board.

The applicant plans to redevelop the site, maintaining the current driveway along Saw Mill River Road and the existing Taco Bell. Feiner said the proposed supermarket would be combined in a building that additionally includes other complementing retail uses.

“The proposed mix of uses would represent a significant addition of part and full-time employment opportunities in the town,” he said.
